I'm uploading a photo - but cannot associate a photo with a given Track.

Answer 

The Tracks in the Photo Section are linked to the Tracks in the Track database. 

If a you to associate a photo with a Track, and that track is not in the Track Database - you will not be able to.

The solution is to get a club member with editing rights to add a new track to the Track Database - then you will be able to accomplish this task.
